Civil Defense Volunteer instructors submit demands to DM

Agartala, 25th February 2026:   Civil Defence Volunteer Instructors in Khowai district have united to press for permanent employment, fair allowances, and social security. Today, all instructors from the district gathered at the office of the District Magistrate and Collector to submit a six-point memorandum.

The instructors, who have been serving for years, said that uncertain employment and inadequate remuneration have left them struggling to sustain their families.

According to the memorandum- Permanent recruitment of instructors has been sought as the foremost demand; In line with guidelines of the Ministry of Home Affairs (MHA), the instructors urged immediate steps for regularization; Until the process is completed, they demanded assured employment for at least 20–25 days per month; Those who have served continuously for four years should be given the opportunity to undergo Civil Defence Warden training; The daily honorarium should be increased to Rs 500, with allowances also provided during disaster management training programmes; and A comprehensive insurance scheme for serving volunteers was also proposed.

Speaking to reporters, some instructors said: “From disaster response to administrative duties, we are always ready. Yet our professional lives remain uncertain. Despite years of service, we are deprived of permanent recognition and fair wages. Many of us are under severe financial stress while trying to support our families.”

District administration officials have assured that the demands will be considered seriously. Sources indicated that the memorandum will be forwarded to the relevant departments for further discussion.

Civil Defense volunteers have long played a crucial role in disaster management, awareness campaigns, and training activities across the district. Their appeal is for employment security and benefits commensurate with the importance of their responsibilities.

For now, the instructors await administrative action, hoping that years of uncertainty will finally give way to stability in their professional lives.
