THRC Issues Notice to Authorities Over Drain Construction Woes in Agartala

Agartala, 5th August 2025:  The Tripura Human Rights Commission (THRC) has issued notices to the state’s Urban Development Department, the Chief Executive Officer of Agartala Smart City Limited, and the Commissioner of the Agartala Municipal Corporation over ongoing drain construction work in the capital that has reportedly caused severe inconvenience to residents and commuters.

The notices, issued on August 1, direct the officials to submit their responses within seven days following a complaint filed by the Forum for Protection of Environment and Water Bodies. The organisation sought the Commission’s intervention, alleging that unplanned and delayed construction activities, especially during the monsoon, have disrupted daily life in several parts of Agartala.

According to the complaint, the drainage work, being undertaken by Agartala Smart City Limited, is progressing at a sluggish pace. “Large heaps of soil have been left unattended, turning roads into muddy, slippery stretches due to incessant rainfall. In some areas, roads have remained blocked for weeks, posing risks to both pedestrians and vehicles,” the complaint stated.

The Commission, in its order, noted that many residents are struggling to enter or exit their homes due to unfinished drainage lines, which have been left open or poorly covered for extended periods. It further mentioned that wooden planks used to temporarily cover drains are reportedly being dumped inside them, obstructing sewage flow and creating potential health hazards.

Highlighting the gravity of the issue, the THRC observed that the situation impacts a large section of the public within the Agartala Municipal Corporation areas.

The complainant urged the Commission to intervene and ensure that the construction is completed in a timely manner with proper safety and sanitation measures in place. They also demanded immediate steps to restore roads to a safe and motorable condition.

Taking cognizance of the matter, the THRC stated: “Notices are hereby issued to the Secretary, Urban Development Department, the CEO of Agartala Smart City Limited, and the Commissioner of the Agartala Municipal Corporation. They are directed to file their responses within seven days from receipt of this order.”
