Tripura introduces one-time ad-hoc promotion policy amid legal hurdles

Date:

Agartala, 2nd November 2026 : In a move aimed at easing the prolonged stagnation in government services, the Tripura Government has approved a special arrangement allowing ad-hoc promotions to vacant higher posts where regular promotion processes remain suspended due to ongoing Supreme Court proceedings over reservation in promotions.

The General Administration (Personnel & Training) Department issued the policy through a notification dated October 13, 2026, describing it as an exceptional, one-time intervention to prevent administrative machinery from suffering due to the prolonged absence of officers in promotional positions.

The government’s decision comes against the backdrop of a pending legal dispute over the implementation of the Tripura Scheduled Castes and Scheduled Tribes Reservation Act, 1991, and its corresponding Rules of 1992. The controversy primarily concerns Section 4(2) of the Act and Rule 9 of the Rules, which have prevented regular promotions from moving forward.

Under the newly introduced framework, departments can resort to temporary promotions when circumstances beyond the control of the competent authority prevent regular appointments and leaving essential posts vacant could hamper official responsibilities. The government has clarified that such promotions will remain an extraordinary arrangement and will not create any entitlement to regular promotion.

The policy further requires consultation with the Tripura Public Service Commission (TPSC), wherever applicable under exemption regulations, if an ad-hoc appointment continues beyond one year. All promotion orders must also incorporate the conditions laid down in the notification.

The arrangement has been made effective immediately but will remain subject to the Supreme Court’s final verdict in SLP(C) Nos. 19765–19767 of 2015 and subsequent judicial directions.

The decision is expected to provide temporary relief to departments facing shortages in supervisory and senior-level positions. It could also reduce the additional burden on serving officers and create limited advancement opportunities for eligible employees who have remained without promotion for years.

However, questions over seniority, fairness and future regularisation may emerge when normal promotion procedures resume. The policy does not settle the underlying reservation-related dispute, leaving the long-term career prospects of affected employees dependent on the final judicial outcome.
