Agartala, 31st July 2026: Marking a significant step towards strengthening grassroots governance and fiscal decentralisation, the Sixth State Finance Commission (SFC) on Friday submitted its report to Tripura Chief Minister Professor (Dr.) Manik Saha, laying out a comprehensive roadmap for improving the financial and administrative capacity of local self-government institutions over the next five years.
The report was formally presented by Commission Chairman Abhishek Singh, IAS, in the presence of Member Dr. Pallab Kanti Ghosal and Member Secretary Dr. Akinchan Sarkar, IAS.
Constituted by the Tripura Government on January 7, 2025, under Articles 243(I) and 243(Y) of the Constitution of India, the Commission was entrusted with reviewing the financial health of Panchayati Raj Institutions (PRIs), Urban Local Bodies (ULBs) and the Tripura Tribal Areas Autonomous District Council (TTAADC). It was also mandated to recommend the principles for sharing State financial resources among these institutions, identify measures to strengthen grassroots governance and suggest reforms to enhance their financial viability and operational efficiency.
Commending the Commission for its extensive work, Chief Minister Dr. Manik Saha said the report was the outcome of wide-ranging consultations with government departments, elected representatives, local self-government institutions and experts in the field. He assured that the State Government would carefully examine the recommendations and take appropriate policy measures to reinforce the system of local self-governance while ensuring balanced and sustainable development across Tripura.
Chairman Abhishek Singh expressed gratitude to the Rural Development (Panchayat) Department, Urban Development Department, Finance Department, elected representatives and all stakeholders for their valuable cooperation, constructive suggestions and continuous support throughout the Commission’s exercise.
According to official sources, the report will now be placed before the Council of Ministers for consideration. Following Cabinet approval, the recommendations are slated for implementation by the concerned departments during the period from 2026-27 to 2030-31
Officials said the Commission’s report is expected to serve as a landmark policy document, providing a strong framework for fiscal decentralisation, empowering local self-government institutions and accelerating inclusive, accountable and sustainable development across the state.
