Tripura Shares Deregulation and Ease of Doing Business Best Practices with Bihar

Agartala, 8th January 2026: A high-level delegation from the Government of Tripura visited Patna for a one-day Knowledge Transfer and Experience Sharing programme with the Government of Bihar, focusing on Deregulation, Compliance Reduction, and Ease of Doing Business reforms. The visit was held at the invitation of the Chief Secretary, Government of Bihar, in recognition of Tripura’s nationally acknowledged performance in reform implementation.

The Tripura delegation, led by Shri J. K. Sinha, IAS, Chief Secretary, included Shri Kiran Gitte, IAS, Secretary, Industries; Shri Abhishek Singh, IAS, Secretary, Urban Development; senior officers from the Industries Department; and members of the State Single Window (SWAAGAT) team. Officers involved in implementing Deregulation, BRAP, and Ease of Doing Business initiatives were also part of the delegation.

Tripura has emerged as a national leader in Deregulation and Compliance Reduction, becoming the first State to fully implement all 23 Priority Areas identified under Phase-I of the Compliance Reduction & Deregulation exercise. The State’s performance has been formally acknowledged by the Cabinet Secretary, Government of India, and Tripura has been ranked Joint No. 1 nationally in Deregulation 1.0, alongside Odisha and Uttar Pradesh.

The Knowledge Transfer session at the Old Secretariat Bhavan, Patna, was attended by senior officers from both States, including all Secretaries of Bihar associated with Deregulation, BRAP, and Ease of Doing Business initiatives. During the session, the Tripura delegation shared insights on policy-level coordination, departmental execution, and strategic frameworks behind the State’s successful reform initiatives.

A key highlight of the discussion was the role of digital governance, particularly Tripura’s State Single Window portal, SWAAGAT, which enables online approvals, streamlines inter-departmental workflows, reduces regulatory burden, and ensures time-bound service delivery. The contribution of Tripura-based startup iLogitron Technologies Pvt. Ltd. in developing and maintaining SWAAGAT was also emphasized, showcasing the potential of state-supported startups in delivering nationally recognized e-Governance solutions.

Shri Abhishek Dhar, Project Director, SWAAGAT Development Team, and Shri Debasish Dhar, Technical Director, presented the functional architecture, scalability, and impact of the portal, including its alignment with Deregulation and BRAP objectives. Discussions also explored the possibility of technology transfer of SWAAGAT to Bihar, reflecting growing inter-state collaboration in digital public infrastructure.

The programme concluded with a State Lunch hosted by the Government of Bihar, reinforcing institutional cooperation between the two States and their shared commitment to advancing citizen-centric governance and Ease of Doing Business reforms.
