Alleged Police Harassment and Illegal Detention: THRC Seeks Report from Tripura DGP

Agartala, 19th  August 2026 : The Tripura Human Rights Commission (THRC) has sought a detailed report from the Director General of Police (DGP), Tripura, following allegations of illegal detention, harassment and coercion involving personnel of Bishalgarh Police Station in Sepahijala district.

The Commission took up the matter after Sadhan Paul, a resident of the R.K. Pur Police Station area in Gomati district, lodged a complaint against the Officer-in-Charge and other personnel of Bishalgarh Police Station.

In his complaint, Paul alleged that his son, Susanta Paul, was taken into custody by Bishalgarh Police around noon on August 4, 2026. He claimed that neither his son nor the family was informed about the reasons for the arrest. According to the complaint, Susanta remained in police custody for more than 24 hours and was produced before the Sub-Divisional Magistrate (SDM), Bishalgarh, on August 6.

The Commission noted that, if proved, the allegations regarding the detention could constitute a violation of the fundamental rights protected under Articles 21 and 22(2) of the Constitution.

The complaint further alleged that Sadhan Paul faced humiliation and mental harassment when he visited the police station in connection with his son’s detention. Paul also claimed that police personnel brought the manager of Satin Creditcare Network Limited, along with associates, to the police station and pressured him to sign a declaration agreeing to repay Rs 4 lakh allegedly owed by certain individuals who had obtained loans from the financial institution.

Paul maintained that he was neither a borrower nor responsible for the alleged outstanding loans. He alleged that the police had improperly intervened in a financial dispute and attempted to make him assume another person’s liability.

The Commission observed that disputes concerning recovery of monetary dues ordinarily fall within the scope of civil remedies and that police authority should not be used to compel an individual to settle another person’s alleged financial obligations.

Paul has also requested the preservation and examination of CCTV recordings from Bishalgarh Police Station, besides seeking relevant general diary entries, the arrest memo, forwarding report and case diary connected with the incident.

After examining the complaint, the Commission decided that a report from the DGP was necessary before proceeding further with the matter. The DGP has been directed to conduct an inquiry and submit a report to the Commission. He has also been requested to examine the CCTV footage of Bishalgarh Police Station and, if available, provide footage relevant to the alleged incident.

The case has been scheduled for September 29, 2026, when the Commission will consider the DGP’s report.
