CS seeks support from banks, NABARD for flood victims

Agartala, 2nd September 2024: : Chief Secretary of Jitendra Kumar Sinha today requested all the Bankers including NABARD and RBI to extend full cooperation to the flood victim families for uplifting them from the distress condition by extending loan in different sectors.

Addressing a press conference, Finance Secretary Apurva Roy said that a special State Level Bankers Committee meeting in connection with recent unprecedented floods occurred in the State held today at Secretariat, Agartala under the Chairmanship of the Chief Secretary JK Sinha.

“In the meeting, the Chief Secretary said that Bank will extend Relief measure based on the extent of crop loss affected which will include restructuring of existing loan except those which are overdue at the time of occurrence of natural calamity. i.e. the existing term loan instalments shall be rescheduled keeping in view the repaying capacity of the borrower. The repayment period of the restructured loan shall be decided in a separate meeting involving member banks, RBI, NABARD and Govt representatives”, he said.

The official said that loans granted for allied activities, loans to rural artisans, traders, micro/small industrial unit or medium enterprises will also be restructured in the same manner.

“Banks will organize special Credit delivery camp in coordination with departments like Agriculture, ARDD & Fisheries for extending loans. Banks will also extend credit facility under PMAY Rural and PMAY Urban, Education, Housing etc. Extending credit to beneficiaries under PMEGP, SWALAMBAN, PM Vishwakarma will be focused area”, he said.

He informed that in the meeting Secretary, Social Welfare and Social Education Department stated that 2029 Anganwadi centres either fully damaged or partially damaged during floods in the State. Support of banking sector required to restore the same.

“Special Secretary, Education Department insisted on extension of education loan in the flood affected areas specially in South Tripura, Gomati District and Sepahijala District. He also stated that 734 schools already damaged by unprecedented flood. Secretary, RD Department stated that huge damaged occurred in respect of rural infrastructure. He requested NABARD to extend all possible help.Director, Institutional Finance stated that Credit Deposit Ratio (CD Ratio) of the State has decreased 4% from the June, 2023 (2023-24) (56%) to 52% as on June, 2024 (2024-25). This needs to be looked into. Director, Industries & Commerce requested bankers to extend loan under PM Biswakarma, Swabalamban and PMEGP on priority basis. Director, Urban Development Department stated in the meeting that approximately Rs.300.00 Crores urban infrastructure / property of urban area have been damaged”, he said.

He informed that the Chief Secretary requested all the Bankers including NABARD and RBI to extend full cooperation to the flood victim families for uplifting them from the distress condition by extending loan in different sectors. He also requested to do CSR activity in the flood victim areas of the State.

“General Manager & OIC, RBI, Agartala Office stated that bankers can restructure the loan as per RBI’s Master Circular. GM, NABARD is also requested to provide Fund under RIDF for maintenance etc. of Rural infrastructure due to severe damage occurred during flood.
