Agartala, May 10, 2023: The Finance department of the government of Tripura organized a discussion on various issues relating to GPF, HRMS, CTOS, etc. at Muktadhara auditorium here on Wednesday.
Addressing the discussion event, Additional Secretary of the Finance department, Akinchan Sarkar said that the respective department is bringing new and different innovations for better transparency and better governance.
“Very recently, we have started online salary module. Whenever, there is any IT innovations, there are certain advantages and some disadvantages also. When we have started online salary bill, the responsibility of the DDOs have increased by many folds”.
“But we have noticed that many DDOs have started thinking that they don’t have any responsibility after starting of this mechanism. We are very dangerously handing over the e-signature to our subordinate staff who he or she believes. So, you are inviting trouble for yourself and it is very much negligence of the duty”, he said.
Asking the DDOs to discharge their duties properly, Sarkar said “So, I would like to convince you people through this workshop that you should never hand over your electronic signature as it is simply a signature signed by your pen. In future, if any kind of problem arises then the entire responsibility will be fixed upon you only and your excuse of handing over e-signature to your subordinate staff won’t work out because the e-signature is issued on your name.”
Citing an instance of mistake, Additional Secretary of the Finance department said “On the month of March last, the respective department have discovered that 400 DDOs out of 1500 had made mistake. Hence, the Finance department asked the DDOs himself or herself has to take the responsibility. Unless and until, that DDO he or she is proficient enough to handle then that person is not deserving to become a DDO.”
