Agartala, 23rd July 2026: The Tripura Human Rights Commission (THRC) has initiated proceedings on a complaint filed by Agartala-based pilot Captain Partha Bhowmik, who has accused Air India Express and the Directorate General of Civil Aviation (DGCA) of violating his human rights during his service with the airline. After examining the complaint and supporting documents, the Commission found sufficient grounds to seek explanations from the concerned authorities.
In his petition, Captain Bhowmik alleged that he was persuaded to sign a training bond on the promise of a Kolkata posting and career advancement, assurances that were never fulfilled. He claimed he remained unpaid for nearly 13 months before being dismissed on June 22, 2026, without prior notice. He further alleged that the airline withheld his No Objection Certificate (NOC) and other employment documents, preventing him from obtaining alternative employment.
The complainant also stated that a revised Group Seniority List introduced in August 2024 adversely impacted his promotion prospects, resulting in an estimated career loss of ₹5 crore. He sought ₹2.44 crore towards unpaid dues and ₹1 crore as compensation for alleged mental harassment.
The Commission observed that Captain Bhowmik, who had earlier served with Vistara before its merger into the Air India Group, alleged that his service conditions deteriorated after joining Air India Express. According to the complaint, salary and benefits were reduced, employment became uncertain, and medical insurance for him and his 78-year-old mother was discontinued without notice, affecting her treatment during a critical illness.
Taking a prima facie view that the allegations warrant further examination, the THRC has issued notices to the DGCA and Air India Express, directing them to submit their responses before the next hearing.
