Agartala, 26th August 2026: The Tripura Human Rights Commission (THRC) has sought an inquiry report into allegations of financial irregularities and administrative lapses in the implementation of the MDM/PM POSHAN scheme at Mahatma Gandhi Memorial H.S. School in Agartala.
The Commission’s intervention follows a complaint submitted by Sri Uttam Majumder, a PGT of the school, against Assistant Headmaster Sri Titu Saha. Majumder has alleged irregularities in the functioning of the school’s meal scheme and claimed that he faced retaliatory action after raising concerns.
In his complaint, Majumder stated that he was assigned responsibility as MDM In-charge on December 15, 2025. After taking charge, he allegedly found shortcomings in the quality, hygiene and acceptability of food being served to students and raised the matter with the school authorities.
He claimed that several essential records were not handed over to him when he assumed responsibility. These allegedly included the Food Register, Rice Register, Stock Register, Cash Book, kitchen key, enrolment records and expenditure-related documents.
Majumder said that on May 3, 2026, he formally recorded that he could not be held responsible for any irregularities in the absence of the necessary records. He alleged that he was relieved of the MDM In-charge responsibility the following day.
The complaint also contains allegations regarding the handling of funds under the PM POSHAN scheme. Majumder has sought scrutiny of bank accounts, PFMS transactions, expenditure statements, bills, vouchers, supplier records and utilisation of scheme funds, alleging that scheme-related financial transactions were conducted through the personal bank account of the Assistant Headmaster instead of the prescribed institutional mechanism.
Apart from the meal scheme, the complainant has raised questions over the collection of examination and other fees from students, alleging that amounts exceeding the prescribed rates were collected. He has requested verification of the relevant fee registers and financial records.
Majumder has further alleged that after he raised these issues, certain students levelled allegations against him on August 12. He claimed that the allegations were fabricated and intended to damage his reputation and discourage him from bringing the alleged irregularities to light. He also alleged that the complaints were prepared while he was engaged in official Census Duty.
Seeking protection from further victimisation, Majumder has requested an independent inquiry and preservation and examination of all relevant records connected with the MDM/PM POSHAN scheme and the school’s finances.
After considering the complaint, the THRC observed that serious allegations of financial corruption had been made against the Assistant Headmaster, potentially affecting the interests of students.
Before deciding whether to take cognizance of the matter, the Commission directed the Director of Secondary Education, Government of Tripura, and the Managing Committee of Mahatma Gandhi Memorial H.S. School to conduct an inquiry and submit their respective reports.
Copies of the complaint are to be provided to the concerned authorities. The case has been listed for September 16, 2026.
The order was passed on August 25 by THRC Chairperson Justice Arindam Lodh and Member U. Choudhuri.
