Agartala, 24th April 2025: In a major push for Aadhaar inclusion, the Government of Tripura’s ‘Health Rights’ initiative under the Department of Health and Family Welfare has been formally onboard as the Registrar-cum-Enrollment Agency for Aadhaar enrollment of children aged 0-5 years. The initiative is being carried out in collaboration with the Unique Identification Authority of India (UIDAI) to ensure early registration and identity documentation for the youngest citizens.
To facilitate this effort, Health Rights has procured 138 Child Enrolment Light Client Kits, financially supported by UIDAI. Officials confirmed that procurement was successfully completed in March 2025 and formal receipt of the kits took place on April 22, 2025 in the presence of Kiran Gitte, Secretary, Department of Health and Family Welfare, Prof. (Dr.) Tapan Majumdar, Director, Health Rights and representatives from UIDAI.
Recognizing the need for a streamlined and efficient enrollment process, the Department of Health and Family Welfare has announced a state-wide training programme aimed at equipping Aadhaar operators with the necessary expertise.
Speaking on the initiative, Gitte stated, “The success of this Aadhaar enrollment drive depends on the effective training and deployment of personnel. By ensuring that operators are adequately trained and stationed at key locations, we aim to accelerate the process and improve accessibility for families.”
The training will be zone-wise and commence in the first week of May, targeting shortlisted candidates. Once trained, Aadhaar operators will be deployed to district hospitals, social health centers, primary health centers and birth registration units across the state.
Currently, Tripura has an estimated 2.87 lakh children aged 0-5 years of which only 98,000 have been issued Aadhaar numbers—a mere 34 percent enrollment rate. The department aims to close the gap and improve the state’s Aadhaar inclusion rate, bringing it closer to the national average of 38 percent.
Prof. (Dr.) Tapan Majumdar, Director of Health Rights, emphasized the significance of the project: “Early Aadhaar registration ensures that children have access to essential government benefits from the very start. By ramping up enrollment efforts, we hope to bridge the gap and ensure that no child is left behind.”
With the state-wide enrollment drive set to roll out within the next three months, officials remain optimistic about the impact of this initiative on Tripura’s Aadhaar inclusion efforts. If successful, the project could set a new benchmark for Aadhaar enrollment in northeastern India, strengthening foundational identity documentation and access to social welfare schemes for the youngest section of the population.
