Arunachal Guv dismisses senior Govt officer for misconduct in APPSC paper leak scam

In a decisive action against corruption, Arunachal Pradesh Governor Lt General (Retd) KT Parnaik has imposed the penalty of dismissal on the Finance and Accounts Officer (FAO) of the Papumpare Deputy Commissioner’s Office at Yupia.

The officer, Gomo Sora, was found guilty of gross misconduct in the Arunachal Pradesh Public Service Commission (APPSC) paper leakage scam that rocked the state in the year 2022, raising serious questions about the integrity of the recruitment process.

The dismissal follows a thorough investigation, including disciplinary proceedings under the provisions of CCS (CCA) Rules, 1965, which revealed the officer’s grave misconduct in connection with the paper leak scam, official sources said on Thursday.

“In exercise of the powers conferred by Rule 15 (6) read with Rule 11 (ix) of the Central Civil Services (Classification, Control and Appeal) Rules, 1965, the Governor of Arunachal Pradesh has imposed the penalty of dismissal on Gomo Sora, Finance & Accounts Officer, Office of the Deputy Commissioner, Yupia with immediate effect, which shall ordinarily be disqualification for future employment under the Government,” read the government order, dated December 9, 2024, issued by State Chief Secretary Manish Kumar Gupta.

It said, “The Memo of Charges, report of the Inquiry Officer and response of the Charged Officer Gomo Sora has been examined with reference to the facts of the case and found that the Charged Officer has committed grave misconduct which has shaken the trust and confidence in the fairness and transparency in the process of public recruitment.

“After careful consideration of all the relevant facts and conduct of the Charged Officer, it is in the fitness of the things to impose upon him the major penalty and it is considered that the conduct of the said Gomo Sora, Finance & Accounts Officer has been found to be a grave misconduct and any lenient view in such matters may send a wrong message to other officers and also to the society at large.

It was highly unbecoming of a public servant and such person should not be allowed to continue in the job under the State Government”, the order stated.

This dismissal serves as a strong message about zero tolerance for corruption and misconduct in public administration. This action is part of the state’s broader effort to restore trust in its institutions and ensure transparency in public recruitment processes, officials said.

The APPSC paper leak allegedly happened ahead of a written examination (mains) for recruitment to the post of Assistant Engineer (Civil) conducted by the Arunachal Pradesh Public Service Commission on August 26 and 27, 2022.

“Altogether 54 individuals, including 41 State Government officials, had been arrested in connection with the APPSC paper leakage cases. Out of the 41 officials, 19 employees, whose services were yet to be confirmed, were terminated and disciplinary actions initiated against 22 regular employees,” a senior state government officer had said.

The case was initially investigated by the Itanagar Police and later transferred to the Special Investigation Cell (SIC) of the State Vigilance Department before being handed over to the premier probe agency, CBI.
