3-day training programme on ‘Closing of CFR, FRA 2006’ held at SIPARD

Agartala, 31st December 2025:  A three-day training programme on “Closing of Community Forest Rights (CFR) and the Forest Rights Act (FRA), 2006” concluded today at the State Institute of Public Administration & Rural Development (SIPARD). The programme was organized under the Tripura Rural Economic Growth and Service Delivery Project (TRESP) with the objective of strengthening institutional capacity for effective implementation of forest rights.

A total of 30 Dealing Assistants working on FRA under the Tribal Welfare Department, representing eight districts, participated in the training.

The valedictory programme was attended by Dr. K. Sashi Kumar, IFS, Secretary, Tribal Welfare Department, and Subhasis Das, Director, Tribal Welfare Department, as guests. Both officials interacted with the participants and listened to their feedback on the training programme.

From SIPARD, Arpita Choudhury, Associate Professor, felicitated the senior officials of the Tribal Welfare Department.

Addressing the gathering, Dr. K. Sashi Kumar highlighted the key issues and challenges in the implementation of the Forest Rights Act, 2006, outlining both its advantages and limitations. He expressed confidence that the training would help officials better understand field-level challenges and address community-level issues in a more effective and productive manner. He also appreciated SIPARD’s initiative in organizing the training programme under TRESP.

Shubham Singh, Project Assistant, UNDP, also addressed the participants and provided a brief outline of the objectives and significance of the training programme, emphasizing the role of capacity building in strengthening service delivery and governance mechanisms.

The programme concluded with the distribution of certificates to the participants by the Secretary and Director, Tribal Welfare Department.
