Agartala, 24th November 2025: In a major relief for thousands of state employees, the Tripura government has decided to regularise the one-time ad-hoc promotions granted to more than 13,000 staff members in 2021. The decision was approved during Monday’s Cabinet meeting chaired by Chief Minister Prof. Dr. Manik Saha.
Government spokesperson Sushanta Chowdhury said the promotions had remained in limbo due to a pending Special Leave Petition (SLP) before the Supreme Court, preventing the state from declaring them regular until now. This uncertainty had created serious difficulties, particularly for employees who retired after receiving their ad-hoc promotions but continued to draw pension and retirement benefits based on their pre-promotion posts.
Citing an example, Chowdhury noted that officers promoted from Deputy Director to Joint Director on an ad-hoc basis were still receiving benefits tied to their lower positions.
To address the long-standing issue, the government had formed a committee headed by former Tripura High Court judge Justice Arindam Lodh. After extensive review, the committee submitted its recommendations, which the Cabinet has now adopted.
“Following the committee’s report, the Cabinet has decided that all employees who received ad-hoc promotions in 2021—whether in service or retired—will now be treated as regular promotees,” Chowdhury announced. He added that all related financial and service benefits will be granted retrospectively from 2021, though the decision remains subject to the Supreme Court’s final ruling.
“The employees have made significant contributions to the state. Many retired without receiving their rightful benefits. Today’s decision brings long-awaited justice,” Chowdhury said.
