Agartala, 23rd May 2025: Congress MLA Sudip Roy Barman has written a formal letter to Chief Minister Dr. Manik Saha, urging the state government to implement the recent Supreme Court directives regarding pension deductions, which affect around 50,000 government pensioners in Tripura.
In his letter, Barman conveyed his sincere greetings before raising a critical issue concerning the financial interests of the state’s pensioners. He highlighted that, according to the Central Civil Services (CCS) Pension Rules and the Tripura Pension Rules of 1972, pensioners are entitled to commute (sell) up to 40 percent of their basic pension amount as a one-time financial benefit. However, the amount paid is subsequently recovered by the government through monthly deductions over a span of 15 years (180 installments) with a 12 percent interest charge.
Barman pointed out that retired Central Government Secretary Jindal’s calculations revealed pensioners effectively receive their full pension only after 128 months of installment deductions. The current system requiring deductions over 180 months causes significant financial loss to pensioners.
Referring to recent Supreme Court rulings in C.W.P. No. 2490 and 8222/2024, Barman noted that the Court ordered pension deductions to be limited to 128 months instead of 180 months and mandated the cessation of deductions after 128 months. Importantly, the Court clarified that this judgment applies equally to pensioners under state governments.
“Given these directions from the Hon’ble Supreme Court, I urge the Tripura government to take prompt and appropriate action to align pension deductions accordingly, thereby ensuring pensioners in the state receive full pension benefits after 128 months of pension sale deduction,” Barman wrote.This move is expected to provide significant financial relief to the tens of thousands of retired government employees in Tripura, ensuring fairness and compliance with Supreme Court orders.
