12 lakh youths will get govt. jobs and 34 lakh employments before election in Bihar: Governor

Bihar Governor Arif Mohammed Khan said that 12 lakh youths will get government jobs and 34 lakh people will get employment opportunities before the Assembly elections in the state.

In his joint address to the state legislature on the opening day of the budget session here on Friday, he said that against a target of 10 lakh, 12 lakh youth will get government jobs before the announcement of the assembly election in the state.

Similarly, 34 lakh people will also get Employment opportunities before the election dates were announced, he said adding that as of now 24 lakh people have already got employment opportunities against the target of 10 lakh.

The Governor further said that against the target of providing 10 lakh government jobs, 9 lakh 35000 people have already got the jobs and the process of appointment on the rest of the posts was in progress.

Amid protests by the opposition members during his address, the Governor said that their constructive cooperation and valuable suggestions were expected for the development of the state.

The Governor extended his gratitude towards the centre for giving special attention to Bihar in the current budget in which announcements have been made for the constitution of the Makhana board, construction of new Airports, establishment of Western Kosi Canal project and others.

He also thanked the centre for announcing special financial assistance to Bihar in the last budget on July 23, 2004, for the development of roads, electricity, medical colleges, Airport and tourism and for protecting from the flood menace.

Outlining the efforts of the government the Governor said that there was a rule of law in the state since November 24, 2005, and the government was functioning on the principle of judicious development with a special focus on the progress of every sector as well as every section of the society.

Special attention has been given to the development of education, health, electricity drinking water and infrastructure.

People now were not reeling in the fear psychosis and there is complete social and communal harmony in the state, he added.

To establish and maintain the rule of law in the state, the government evolved various strategies under which the entire police system was revamped. Besides providing equipment and modern technologies, the government enhanced the strength of the police force and the police stations.

He said the strength of the police force in 2005 was over 42481 which at present increased to 1 lakh 10 thousand including more than 30,000 women.

He said that the appointment process for 30,000 posts in the police department was in progress and nearly 2 lakhs 27 thousand new posts have been created for appointment of the police personnel.

The number of police Stations in 2005 was 814 which has increased to 1380 at present.

The emergency services dial 112 was also working successfully across the state.

To maintain social and communal harmony various steps have been initiated including the construction of boundary walls around the graveyards and the temples more than 60 years old.

To improve the educational scenario the government established new schools and provided infrastructure. In addition to this, appointments of teachers were being made and till 2022 more than 3 lakh 6800 teachers were appointed. The appointment process of 2 lakh 21772 teachers was in progress in the second phase and nearly 66 thousand 882 teachers and 42900 principals have qualified for the examination for appointment. The contractual teachers were also being given the status of government employees after passing the examination.

Various steps have also been taken to promote higher education.

Regarding the health sector, the Governor said that it has improved remarkably and against 39 patients visiting monthly at the Primary Health centres now more than 11000 patients visit every month at such centres across the state.

The state which had only 6 Government Medical College hospitals has now 12 Government Medical College hospitals and 14 new search hospitals were being constructed, he said and informed that the centre was assisting in construction of 8 hospitals.

The Governor said that in addition to opening new Government Medical College hospitals in the districts, the government was also upgrading the existing Patna Medical College Hospital, 5 other Medical College hospitals and the IGIMS.

The Governor said that to improve the network of roads and for better connectivity of the remote areas with the state capital, the government has constructed roads, bridges and culverts and was constructing more roads, Railway overbridges and culverts.

Realising the importance of women in achieving development goals, the Governor said that the government concentrated on women empowerment and provided them 50 percent reservation in Panchayati Raj in the year 2006 and the Civic bodies in 2007. He said that in police services 35 percent reservation was given to women in 2016 and extended the same for them in 2017 all government jobs.

The Governor said that the self-help groups and Jeevika didis were major steps towards women’s empowerment.

Besides women empowerment, several schemes for Welfare of scheduled caste, schedule tribe, extremely backwards, backwards and minorities have also been initiated and the results were quite encouraging.

The Governor further said that the state government was successfully executing the fourth agricultural roadmap for the overall development of agriculture.

He also outlined the achievements of Seven Resolves Mission, a dream project of the state government to provide drinking water facilities, pucca roads, lights and other amenities to every household and to make the villages healthy and prosperous.
