Agartala, 6th January 2026: A fresh controversy has surfaced following the declaration of Bishramganj as a Nagar Panchayat, with the Tripura Tribal Areas Autonomous District Council (TTAADC) objecting to the inclusion of land that it claims falls under its constitutional jurisdiction. The issue has brought renewed focus on administrative coordination between the State Government and the Autonomous District Council.
Chief Executive Member of TTAADC, Purna Chandra Jamatia, has formally approached the Chief Minister of Tripura, expressing concern that areas traditionally governed by the District Council were incorporated into the Nagar Panchayat without prior consultation or approval. According to Jamatia, the move has raised serious constitutional and administrative questions, as the Sixth Schedule safeguards the autonomy of the TTAADC.
He noted that the same region had earlier required explicit consent from the District Council for the establishment of major government institutions, including health, police, and training facilities. This, he stated, clearly indicates that the land has long been recognized as part of the TTAADC’s jurisdiction.
The TTAADC leadership has described the absence of joint verification or boundary assessment before the notification as a lapse that could set an undesirable precedent. They fear that such decisions, if left unaddressed, may weaken the administrative authority of autonomous bodies and affect tribal rights guaranteed under the Constitution.
Calling for corrective measures, Jamatia has appealed to the state leadership to revisit the decision and resolve the matter through proper verification and mutual consultation. He emphasized the need for clear demarcation of boundaries to avoid future disputes and ensure harmonious governance.
The development is expected to prompt discussions between the State Government and the TTAADC in the coming days, as both sides seek to balance urban expansion with constitutional safeguards for autonomous institutions.
