Agartala, 18th March 2026: The Tripura Electricity Regulatory Commission (TERC) on Wednesday held a public hearing on the Multi Year Tariff (MYT) petition for the control period FY 2025–26 to FY 2026–27, along with the truing-up of FY 2024–25 filed by Tripura State Electricity Corporation Limited (TSECL). The hearing also covered the Draft Tripura Electricity Regulatory Commission (Terms and Conditions of Consultants) Regulations, 2005 (First Amendment), 2026.
The hearing took place at 12:00 PM in the Commission’s courtroom in Agartala and was presided over by TERC Chairperson Hemant Verma and Member Puspita Chakraborty.
The exercise forms part of the statutory process under the Electricity Act, 2003, aimed at ensuring transparency and stakeholder participation in tariff determination and regulatory formulation. Prior to the hearing, the tariff petition and draft regulations were placed in the public domain, with notices issued through newspapers and official websites inviting objections and suggestions from stakeholders and consumers.
Stakeholders were asked to submit their comments on the MYT petition by March 10, 2026, to the Secretary of TERC, with copies to TSECL. Provisions were also made for online submissions. Similarly, feedback on the draft regulations was invited from utilities, government departments, organizations, and consumers within the stipulated timeframe, along with prior confirmation for participation in the hearing.
During the proceedings, both written and oral submissions were presented by stakeholders, including representatives from the Tripura Electricity Consumer Association and the Electricity Consumers & Employees Welfare Association. Officials from TSECL were also present and responded to the issues raised.
Key concerns highlighted during the hearing included the quality and reliability of power supply, implementation of smart metering, electricity theft, billing practices, and overall consumer service standards. Participants also suggested measures to improve operational efficiency, transparency, and strengthen consumer-centric mechanisms in the sector.
The Commission stated that all submissions and feedback received during the hearing will be carefully examined before issuing final orders on the tariff petition and finalizing the amended regulations.
The public hearing concluded in an orderly and participative manner, underscoring TERC’s commitment to maintaining a fair, transparent, and accountable regulatory framework for the electricity sector in Tripura.
